Steve O’Neil Apartments

The creation of this $12.8 million permanent supportive housing project in Duluth’s Central Hillside neighborhood offers 44 units for families with multiple barriers to maintaining stable housing. To address the ongoing needs of homeless families, the apartment complex also includes an early childhood center, after-school activities for school-aged children, a computer and library center for children and adults, and a Family Coaching Center to help families identify their hopes and dreams. The complex also includes 6 units of emergency shelter. The Steve O’Neil Apartments was possible through strong collaboration by its non-profit project partners, incredible support from the community, and many public and private-sector partners. The project has stabilized a formerly blighted and crime-ridden city block and helps address St. Louis County’s Ten Year Plan to End Homelessness.
