The New Horizon Academy – Penn Avenue Center project exemplifies commitment to community. The project is located within the Northside Achievement Zone, a 13 by 18 block area in North Minneapolis that operates and collaborates with many organizations to close the academic achievement gap for low-income, high-risk children starting from birth and lasting through college.
There were several challenging aspects associated with this project. The environmental remediation cost, which included vapor mitigation, was approximately 21% of the total construction cost. Another significant challenge was conducting deep excavations and coordinating soil management activities on a 0.34-acre site located in an urban residential neighborhood. The project team resolved the tight building envelope by designing a prototype multi-story structure with a rooftop play area.
Through the engagement of the public sector, connection to local residents, leadership of the Northside Achievement Zone and its many community partners, as well as private investment from New Horizon Academy, the project was able to create 24 jobs, while providing early education and childcare services to a significantly underserved community in North Minneapolis.
